Programme-based Capability Development
This lecture introduces the concepts of "program", "programming", and program-based capability development or, equivalently, program-based defence resource management. It compares a number of program structures and demonstrates how programming can incorporate uncertainty and, respectvely, the program-based capability development can afford adaptation to a certain degree of change in the force development environment.
Principles of Programme-Based Defence Management
The lecture presents the principles of programme-based force development: relating resource allocation to policy decision; output orientation of the resource decisions; balancing the capability portfolio; balancin long-term with short-term needs, urgent operational requirements and legacy issues; transparency, accountablity and flexibility in changing force development environment. It provides examples of programme structures and comparative analysis.
