Abstract:

Мировая международная система переживает глубокие изменения. Международная политика, похоже, будет сведена к соревнованию систем в многополярном мире. Этот сдвиг существенно повлиял на взаимодействие стран Африки с остальным миром. Страны Африки стоят перед выбором. Представление об Африке как о «Чёрном континенте» сменяется представлением о «восходящем континенте», с которым взаимодействует всё больше новых игроков. Некоторые африканские правительства расширяют экономические, дипломатические и военные связи с Россией. Обилие стратегических ресурсов Африки, благоприятная демографическая ситуация и привлекательные перспективы роста дают её лидерам рычаги влияния в мировых делах. Отношения Африки с Западом сложны и несут как положительные, так и отрицательные последствия. Ни капиталистически ориентированные, ни социалистические африканские правительства не смогли преобразовать континент. Среди африканцев преобладает общее чувство разочарования странами Запада, из-за несбывшихся надежд, что демократия приведёт к развитию и экономическому росту. Чтобы завоевать доверие и авторитет, нужна большая прозрачность европейских интересов, политическая последовательность и сближение предложений Европы с потребностями Африки.
