Abstract:

В статье рассматривается многообразие практик обеспечения качества в высших военных учебных заведениях мира для выявления общих черт и различий. Результаты показывают, что внутреннее обеспечение качества в высших военных учебных заведениях обычно соответствует национальным академическим требованиям, определяемым политической системой и участием в региональных политических союзах. Большинство стран используют трёхуровневую модель обеспечения качества, включающую внутренние процедуры, внешнюю оценку независимыми или правительственными службами и обеспечение качества органами аккредитации. Несмотря на первоначальное сопротивление, вызванное корпоративной культурой, институционализация внутренних систем обеспечения качества в высших военных учебных заведениях развивается под давлением извне. Проблемы с внешней оценкой военных организаций на основе критериев гражданских университетов возникают из-за различий в кадровой политике, системе управления и организации учебного процесса. Применение академических стандартов обеспечения качества (национальных или региональных) военными ВУЗами способствует их интеграции в национальную (или субрегиональную) систему высшего образования, но мало помогает развитию оборонных институтов. Для решения этих проблем в исследовании предлагается разработать специализированные стандарты качества для военных учебных заведений, учитывая особый характер управления ими и их вклад в национальную безопасность и оборону. Такие стандарты (национальные или международные) должны дополнять существующие структуры и способствовать вовлечению военного об¬разования в более широкие инициативы безопасности.
