Abstract:

Военные учения – это инструмент демонстрации и оценки готовности войск к действиям в мирное и военное время, а также фактор международного военного сотрудничества. Участие в международных военных учениях может служить индикатором поведения государств в международных отношениях, будь то двустороннее или многостороннее сотрудничество. В теории международных отношений поведение государств по отношению к альянсам и другим международным субъектам, особенно более сильным, часто определяется через две крайние формы: балансирование и присоединение. Избранный государством тип поведения зависит от нескольких факторов, таких, как его мощь относительно других субъектов, оценка степени угрозы, исходящей от этих субъектов, положение и роль государства в международной системе и структура этой системы. В этой статье мы рассматриваем позиционирование государств бывшей Югославии в международных отношениях, используя военные учения в качестве индикатора этого позиционирования. Военные учения могут отражать как стратегии балансирования, так и стратегии присоединения, и в этой статье мы увидим, как государства бывшей Югославии выбирали одну из них. Будучи показателем внешнеполитического позиционирования страны, военные учения показывают, что страны этого региона продолжают использовать разные стратегии, а не общий подход. Вместо того, чтобы всем следовать стратегии присоединения к одной силе, некоторые выбирают балансирование, стремясь к равному сотрудничеству со всеми ключевыми игроками.
